BACKGROUND:

More than 8 years ago, the Deaf and Hard of Hearing Unit (DHHU) formed, as a part of Lao Disabled People’s Association (LDPA). Starting with 25 members in 2003, membership has now reached over 300, mainly within VIENTIANE CAPITAL. At first the DHHU only provided services in Sign language and some vocational training to members, in cooperation with the Deaf School in Vientiane and Handicap International of France.

In 2011 the DHHU will become the Lao Association of the Deaf (LAD), a self-help organization for people who are Deaf and Hard of Hearing (D&HH). LAD is a Lao non-government civil society organization that advocates for the rights of D&HH people, and provides services to members based upon their needs. LAD researches ways to improve rights and opportunities for D&HH people in order to allow their full participation within society.
